You're going to need to get down low so that you can fully examine the brake pedal, Most pedals on Gm cars are held in place by on a bolt or two. Find the right sized socket and it's a quick adjustment. Just remove the pedal and replace or repair, shouldn't take more than a few moments.

Locate the locking nuts for the push rod and loosen them using pliers. Mark the position of the rod with white out so you don't accidentally reposition it until you intend to. Then adjust the push rod. Then tighten the lock nuts and drive around the block to test it.

If you have a adjustable pedal from the factory then consult your manual on how to adjust it. If your pedals aren't the adjustable kind then you cant adjust them.

Firstly, pump the pedal to remove any vacuum and then put pressure onto the pedal. The master cylinder stops movement but before this you'll see the freeplay. Looking at the pedal, find the push rod and loosen the bolt. Turn the push rod until in place and then tighten the bolt.

If you look under your dashboard, where the break pedal meets floor, you will find a 1/2" bolt that extends into the dash. This is your adjusting bolt. Loosen it, adjust your pedal to the proper height, then tighten it down again.

Every car is different. It would be help if you had stated which of the many gm car you were wondering about. Unless your vehicle has electric adjustable pedal then you must modify the actual pedal arm. I don't know why this would be need though. Typically if you pedal is too low you might need to check your brakes.
