Fasten a safety pin to one end of the elastic and feed it into an opening of the waistband. This will make it easier to feed around. Measure, cut, sew.
Adding elastic to a skirt can be done by applying fabric glue or fuzable web and securing the elastic according to the instructions on the web or glue. If the placement works well while wearing, hand sew in place.
