If two parents are divorced a teen to be on either parents policy or both. A court may decide who's responsible for adding the teen to their policy, however it's unlikely that a judge would rule that any parent "must" add the teen to their policy. The teen would have to wait until their 18 to get their own policy.

A teenager with divorced parents should ideally be placed on the policy of the parent with which he or she resides most of the time.

For a teen guardian must be there. So guardian can take take out insurance police on car and the police can be assigned to teen. Certainly he/she will have to remain as guardian until the teen becomes major.
