Not always. Some actresses get roles because their acting skills are just subpar and not up to Hollywood status. Others get them because of their performance on the "casting couch".

Most B movies are done by new producers or film enthusiasts, with some money to manage a small budget, a budget not big enough to castings. People acting in B movies, almost always, are friends of the director, writer, producer. Some examples can be seen at Ed Wood movies. Sometimes is about friends and acquaintances.
