They did that and they had to find two different breeds they could breed that gave them the look and size they wanted. They also had to try til they could figure out the breeding female that could have the puppies the female had to be the bigger breed or the puppies would be to big for her.

Yes, they kept breeding for size over many different generations of puppies. They found the smallest dogs and breed them together
