Twins often do some things early and others late, because they motivate one another and have someone their own size to imitate, but they also have an instant playmate, so sometimes less motivation to be understood by adults. FYI, "normal" walking is between 9 and 18 months -- huge range.

The likelihood of reaching this milestone early depends on many factors. Parental encouragement and practice can play a role, but, twins are just as individual as any other two toddlers.
