Buy her a prepaid cell phone. Then tell her that you or one of your relatives just got a new phone and that they are trying to get rid of their old phone (the prepaid one).

My advice is simply -- don't! Unless you are really sure what your friend wants. A phone now is a very personal device -- it is much more than just a phone! So your friend is likely to have a very firm idea of what they do and do not want in one. Give them a gift card instead.
