How can someone make a claim about which is the smartest breed of dog?

While there are no IQ test for dogs, there are competitions in obedience, agility, herding, tracking, protection and field work. Several breeds of dogs can be crosstrained for multiple tasks. Due to their willingness to work, shepherds, border collies, golden retrievers and poodles demonstrate the intelligence of a human toddler.

There are no IQ tests. They go by how easily they are trained, at what age they can be trained and remember it, and how well they stick to the training. If they are able to "seek" or "tract" anything. And how well they "communicate" with humans.

While there is no scientific evidence that can prove which dog breed is the smartest you can gauge the intelligence level of your dog by how easily he is to train. Dogs can be taught to run agility courses and be the eyes for a blind person.

Breed intelligence is based on how quickly one breed overall is able to learn basic tasks and how easily it can learn complex or multi-step tasks compared to other breeds.
