To tell the difference you need to observe them with other people. If they act the same way around other people as they do with you, then they are probably generally nervous. If they seem more relaxed with others, there is a great possibility that they like you. The best way to tell is to ask them.

If at all possible, observe the person in situations in which they don't know you are around. If they appear calm when not around you, he or she might just get nervous around you. Also, if you start hanging out more, the individual's anxiety may start to decrease as he or she becomes more comfortable around you.

You should try observing how they act with other people. If they aren't nervous talking to others, then they probably like you.

You can ask their friends about their personality. Listen to see if they describe them as nervous or anxious. If you feel comfortable, ask mutual friends what this person thinks of you. Generally, their nervousness and/or shyness will become amplified in your presence if it's because they like you.

If you are trying to decipher the way that someone is vs. the way they act around you is to watch how they act around others. Observe this person when they interact with other people and see if they seem nervous or anxious. If not, they more than likely are nervous because they like you.

Try to observe the behaviour of the person - the generally nervous person is nervous with everyone around at all times. If they are nervous because they like you, then their behaviour should be "normal" with everyone else who is around, but only "nervous" with you.

Observe how they act when not aware of your presence. If they still fumble when they think you are not around, they are probably just a nervous person. However, if they act calm and collected, then you might just be the reason. There are also certain traits like if they can't look you in the eye, but can to others.

Someone that is generally nervous is always quiet, and when they have to speak in front of people they start blushing and talk real low. When someone is nervous because they like you, you can tell because they either come off a little to excited, or seem shaky around you.

A generally nervous person will make attempts to end the conversation whereas the one liking you will try to restart everytime you try to end it,though with a hesitance.

You should evaluate how that person acts when they're around friends and family. If they act nervous during that time, then they're just a nervous person. If they're fine in front of friends and family, they probably have a crush on you.
