If the countertop was painted with oil based paint then use an oil based polyurethane, if water based then use a water based polyurethane. The urethane will provide a barrier to water but will need to be reapplied over time with wear.

Sealing countertops is best done by using a acrylic sealer and a fine quality paintbrush. Some products require only that you pour on the product and it flattens by itself.

A painted countertop can be sealed by purchasing a sealer from a hardware store. Prior to sealing, the countertop must be cleaned. Then application of sealer is painted on top.

There are commercially available poly eurethane sealers that you either "paint" on with a brush or rub on with a cloth. Read the product's instructions for best application method.
