How can I repair a hole in a car bumper?

Some fiberglass matte and resin might help. Try soaking several layers of matte in the resin then applying to your pre-cleaned and dried bumper from the back side. Applying bondo filler paste or a similar substance over the matte from the front once the matte is dry will help appearance. Sand flat, prime and paint.

take a piece of plastic with matching color of the bumper, semi melt it in flame place it on the hole and shape it with an iron strip according to the bumper. (note: before melting plastic place the iron strip in flame to get it red hot). Take wet wet cloth and move it on the patched surface.

Take a piece of plastic matching the color of bumper and semi melt it. Place it on the hole (you an shape it with iron strip). You can also try a substance called "bondo" which will fix anything in bumper. But it will take some fine skills and mechanics will charge a lot by hour.

The best thing to do is to go to a junk yard and find a bumper like yours and just replace the whole thing.
