You must have a leak. Check the seams in the pontoons for cracks and check corrosion spots for perforations. If they are fiberglass, breaks in their integrity can be patched with a simple fiberglass patch. If they are metal, you'll have to decide if the level of corrosion makes patching worthwhile.
