In order to be a game designer, you need to know something about game design and/or programming. A lot goes into making a game, including graphics and sound design. So apart from making a simplistic game using prebuilt game creation tools, what you are trying for will be difficult.

There is a number of different game creation bits of software that you can either download for free or purchase. You might even be able to re-skin another existing game.

Well if you want something fun why don't you add some prizes into your game. So for example someone who wins can win something goofy and the losing team does something hill billy.

I made a game like that using Game Editor Pro. I don't know if you can still get it but if you can it's just great. It really gives you a lot of options to make your game unique.
