How can I go about creating a book on InDesign?

In the first step I would in your case create a layout page. There you should create helper lines, text transfer, placeholder for pictures, text fields and so on. If you have that, always take this layout page when you insert a page. Do not insert a new page.

First of all select a layout, define helping lines, a scale for the text and the frame for the text. If you go over new select document instead of book. Instead of adding a new page I suggest you to take an example page. Here you can add headlines as well.
