Visit department stores that are on sale and has a very affordable price for cheap ipod shuffles.

There are a lot of place online you can get one. I recommend buying a used or refurbished one off of Amazon or other reputable site.

It depends how much you want to pay for one. You can buy them second hand from other people, with the risk of it not working. You can also go on ebay to purchase one, but be careful, often times low priced items are scams, the seller wont send the item.
