Many states have laws prohibiting "open lewdness", suggesting that legal authorities are expected to deal with it instead of you. If you define "open lewdness" more broadly state laws, perhaps therapy can help you identify and learn to manage your responses to behavior that's problematic for you and why.

That is a very touch and rude subject to discuss. Open lewdness is disrespectful as well as unwanted. I would tell the person that I don't want them around,

Keep in mind that what you consider lewd may not be so to other people. Remember that everyone has different value systems, which are really just things that you need other people to do. Understand that the lewd person is different, and ignore them.

In the workplace, this is sexual harassment- notify your supervisor and have him/her send a reminder email to all staff. In your personal life, ignore bad behavior; it should stop.

If it's in private, never be alone with the person. If it's in the workplace, report it. If it's in public, walk away.

If it's in a group of friends/less formal group, you may need to just call it for what it is, confront it on the spot... or ignore it, depending on the situation. It's tricky. good luck.  add a comment

You'll have to accept it. This is America and we have the freedom of speech. If someone wants to be lewd, that's their right.

One should not encourage the perpetrator by staring or reacting. It is best to remove oneself from the situation or area.
