I have not heard of cicada eating bees but I I've heard of a cicada killer wasp. They could reach to about an inch in length.

Cicadas do not eat bees. In fact, cicadas subsist as nymphs (immature forms) on the fluids of trees they nest underneath. As adults, they may not even eat.

If you mean the cicada killer wasp, the answer is yes. They have been known to decimate a honeybee hive, killing the bees and plundering the honey and honeybee larvae for food.
