A small rain drop can indeed act like a lens. Also, if you'll put water in a transparent container, it makes the things look bigger on the other side of the container - just like a magnifying glass (hand lens).

Water can become a lens. Put an object in a bowl. loosely place clear food wrap over the bowl, then put water on it. The water magnifies. Cool huh?
