Of course red goes with navy! I think that red would accessorize well with navy - a touch of bright red accentuating and drawing the eye perhaps as a belt or a scarf. Yes - red trousers would be fine with navy on top. Quite smart.

No red and navy do not work well with each other, especially for the bottoms and tops. I would think this would look very tacky. In general, stick with neutral colors such as black and grey. Navy goes well with black, grays, dockers, khakis. Neutral colors with navy look good.
