No. Standard paper sizes are based on 17" X 22" sheets, which are then cut to the smaller sizes, such as letter (8.5" X 11"), monarch {5.5" x 8.5"), legal {8.5" x 14"). Some stationery shops will cut other sizes to keep in stock and you can order custom sizes.
