You need to know how to braid and keep the braid flat as you go along. Sew the rags together about 1 wide. Then sewed the strips to make one long strip. I did this 3 times. I tack the three strips together and started to braid and then laid the braid in a circle and sewed with nylon thread.

It takes very little skill to make rag rugs. You'll have to know how to weave, which can be made easier if you have access to a loom or the proper needles. You'll also have to have cutting skills, as you'll need to cut your rags into comparably sized rag strips.

No rag rugs are very simple to make all you need to do is get a large ball of rags and you can either braid them together or you can get a large crocet hook and crochet a long strip then sew it together with stren (fishing string) or you can take the crochet hook and crocet the rug.
