Does "federal government" necessarily mean you're talking about the US, do non-US countries have a "federal system"?

I do not understand the usage of this term.

Other countries can have a federal system. A federal system means that a collection of states or provinces each have their own government, and collaborate federally.

Federal form of government does not necessarily mean the government that of U. S. A. There are federal form of governments in many countries. India, the biggest democracy in the world, is having federal form of government, which means that there are seperate governments for all the 28 states seperately and there is one central government.
