Any brand new PS2 games will come with the instructions for that specific game. If you purchase the game used, then it may or may not.

PS2 games comes with instructions such as how to control the game, cheat codes for the game, story of the game and characters. Instructions are available only if we purchase the game.

All ps2 games come with instructions. That is, if you purchase it new. If you buy it used you're going to have to gamble on weather you get instructions.
