Not all Himalayans, but this condition, called strabismus, is a breed trait caused by the Himalayan gene that both this breed and Siamese cats carry.

No, Himalayan cats do not normally have crossed eyes. If they did, they wouldn't be able to see very well. You should take your cat to the vet because this could be a symptom of a disease.

it is a nature effect which is not likely to be in every himlayan cat, normal they dont have crossed eye
