It would be very difficult for an English speaker to learn Thai online because the alphabet is completely different and the sounds are unusual.

Yes, if you are willing to do some research. There are numerous sites that can teach you basic vocabulary and pronunciation. Others allow you to interact with Thais.

You can probably learn limited Thai online, but it will be unlikely that you will become fluent/close to fluent without actually visiting or staying in Thailand.

Yes, you can learn Thai online. There are lots of sites online offering Thai lessons for free. Find one that doesn't just show you the words, but also pronounces them for you. And make friends from someone with Thailand so you can practice with them.
