"Under the table wages" are wages for which there is no paper trail (e. g. , tips,personal services). The IRS requires you to report these wages and pay taxes on them, even though it cannot determine whether your report is accurate. It is dependent upon your honesty.

Any wages are potentially taxable, and must be claimed. Moreover, you may owe Social Security or self-employment taxes for these sorts of wages. The law requires that they be reported, and it could be tax fraud if you do not include them.

Legally, yes, you are obligated. It is illegal and a criminal offense to not pay income taxes on ALL income, whether reported to the IRS by you or your employer or not. If paid under the table, you should pay Social Security plus income taxes on it. You can report the employer for tax fraud and receive an award.
