Not directly; Indirectly, "inexperienced" drivers tend to be either younger or have more accidents (per period of time), both of which do tend to increase automotive insurance premium rates.

Inexperienced drivers typically do pay a great deal more for insurance. However, this is almost always confined to drivers between 16-21 years old. If you are in this group, you can usually get reductions in premium by showing proof of good grades, driving school, and/or doing other business with your insurer (renters policy, for example).

Insurance rates are closely tied to age, and younger drivers have to pay much higher premiums. Companies generally do not penalize older, but inexperienced, drivers, however.

For insurance companies it is all about how big of a risk you are to insure. If you are an inexperienced driver you will be charged higher rates.
