Not fully submerged. Place a rock or a higher elevated object in the tank so the turtle can climb out of the water if it wanted to.

All turtles need to be in water. for what duration would vary depending on the species. The best options are tanks which have a dry area that the turtle can climb onto on their own. The only precaution would be to verify that they are freshwater turtles. If they are marine turtles, a special tank would be required.

You should fill the turtles tank half way up with water and make sure you have an area that the turtle can crawl to in order to bask in heat.
