Yes it is. I know that it seems annoying but the backs of rugs are not designed not slip on carpets and the pad will also protect your floor from the back of the rug. Its important.

Not really. A carpet pad is used mainly to prevent it from slipping around. The underside of the rug will be soft enough to where you won't need to worry about any scratches of abrasions. If you want a softer feel to the rug then yes you can put the pad underneath.

It's a good idea since heat and cold tend to make the wood expand or shrink. It will help protect your flooring and make it last longer.
