Yes, if they can't find enough nutrition they'll eat hay during the winter. Sometimes during the summer and spring too. Right after it is bailed and left in the field you can usually spot them at night eating it. Easy food.

Yes they do. Remember deer eat grass so of course they would eat hay. Given the choice they seem to prefer nice fresh grass or something else. They also like to eat brush.
Deer will eat hay if it is in their habitat, they will eat what they can find to eat where ever they are living they do have very specific food that they will eat since they do not chew their cud like other animals.
