Test fuel pump relay by turning the key on without starting the car and listen for pump running for a few seconds then shutting off. Use a fuel pressure tester to check the system pressure, the pressure regulator and the pressure drop. Replacing the external fuel filter is cheap and it can cause starting probems.

First listen for the fuel pump to pressurize. If the fuel pump doesn't kick on and pressurize then it needs to be replaced. If the fuel pump does pressurize move on to the fuel filter. Visually inspect the filter. If the filter is in good shape you will need to check the MAP sensor.

Well if the fuel pump works ever once in a while then it is probably on it's way to completely failing. You might as well just go ahead and replace it to save yourself a head ache on the road.
