Can you troubleshoot a trailblazer that has reduced engine power?

if your car has lost some engine power i would try giving it a tune up by changing the oil and the spark plugs

It is a message from the PCM that some sensor(s) or operating parameters arn't reporting correct information to the PCM or the sensor are providing information that is causing the PCM to protect the powertrain. The problems that can cause a reduced engine power are probably too numerous to list.

Well a loss of power could be caused by a lot of things. Start by checking the computer for trouble codes to see if that gives you a idea of where to start. It might just be a malfunctioning sensor. Without knowing the engines history I can't say if it could be a more serious type of trouble.

Yes you can. A qualified auto shop could diagnose such a problem in a short period of time. For do it your self type individuals one should purchase an obdII code reader, and that can outline your problem
