Can you tell me how to strip saltillo tile?

Depends on what is on the tile. You may be able to use a water-based stripper with a small, heavy floor machine with a stripping pad. If the tile has a solvent-based sealer on it, you may need to use a heavy-duty methylene chloride stripper. Saltillo is very porous and will require a LOT of work to strip it well.

Purchase a stripper specifically made for saltillo tile from your hardware store. Wipe tile with a damp rag then dry with another clean rag. Paint thin layer of stripper on tile.( Don't saturate, it can stain or damage the tile). Leave for 5 minutes. Scrub with a green scrub pad. Wipe up residue. Wipe again with damp rag.

Check you local equipment rental for a walk behind machine that strips the tile for you making it a one step process.
