Inferring that you mean an entire addition of a room to a house, first hurdle would be procure a permit. The next (standard) step would be laying a foundation of concrete - flush with the existing house's foundation. Then build a frame of lumber and finally add a roof/ceiling.

a person needs to look at the foundation area next to the builing for the room addition. if foundation area is good,then choice can be made for the room.
