If the debt was incurred here in, the courts here have jurisdiction. The problem is you will spend alot of money to serve him and once you win a judgement, it is only enforceable here in the U.S., so you won't be able to collect unless he has assets here.

No. The other party will not be extradited, or brought back to the country, for non-criminal offenses. Any case involving money, like yours, is a civil suit. However, you can still file for the lawsuit, but a court appearance is unlikely.

The short answer is yes. The Hague Convention guaranteed service of process on out of the country residents. You need to find out the proper form in your state.

Yes, you can sue someone living in Europe. Check your state's Code of Civil Procedure. You will need to know his address at least.

You can serve anyone anywhere, but that does not mean that they will arrest him and send him back to the United States for owning you money. There might be a chance that if he comes back to the US they can do something here, but your chances of getting your money back are none.
