Probably yes. Carefully unwind the tape completely to let it dry. Make sure not to fold the tape or make knots. Once it is dry, use a screwdriver or pen to wind up the tape into the cassette. For the playback I would use an old tape deck, that does not suffer from any dirt that remained.

yes, water should not damage the tape at all, all you need to do is dry it. If you let the cassete stay in a container with rice it should get all the moisture out.
