The best place to start with any learning is the public library. Visit the local library (or call) and find out if they have any books on web design—a visual quickstart guide or a book "for dummies." Check them out, go home, open them, and start learning.

There is a really good website called w3 schools. They have free online tutorials about programming languages and web design.
