It depends on your mobile phone company and the group offering the ringtones. Some bands on myspace offer ringtones free, but you have to pay your phone company for the data download - and the terms of service let the band send you text messages.

I would be careful. Sometimes they will give you them for free but will require personal information that they sell to telemarketers and scammers.
