You can't really paint over mold mostly because mold is a persisting little fellow. You need to clean the mold, make your room water proof and thermo isolate it and then you you can paint.

You really should try to remove it with bleach or other cleaner first. Then prime over it with something like Kilz that mold resist and covers stains.
