A formica surface can be painted successfully as long as you prepare the surface beforehand. The surface needs to be cleaned thoroughly first to remove as much dirt and stains as possible. Lightly sanding the surface to get rid of grease will help the primer to adhere to the surface.

Yes but it's tricky. You'll need to sand it with medium to coarse sandpaper (150 grit) and then prime the formica with a high-adhesive primer such as Gripper or UniPrime. For the best results, use an airless paint sprayer to apply both the primer and finish coats. Brushes or rollers will leave marks.

A bonding primer is necessary to provide a surface to which the paint can adhere to. It provides a profile to the surface for paint to lay on.
