Can you help me with troubleshooting a stock Saturn radio?

Check the ground wire if it is connected or not. Then try to restart the radio. If still not fixed, take it to a local car repair shop.

The tuning mode might be frozen so wait for some time to get released or Turn off the radio and restart to tune to the best.

The first thing I would suggest checking on your radio is the ground wire. Sometimes if the ground is not connected very well or making contact very well, your radio will cut in and out with the ground connection. From there check all other connections on your radio, including the antenna connection.
