Can you help me to troubleshoot a draft problem with a chimney size flu pellet stove?

Draft probelems can be form many differnet factors. one reason could be that the flu is not closing properly causeing the air to come down the chimney and cause a huge draft. The other is to see if you light a match at the bottoma nd see which way the flame is moving. If it moves forward.

Three skinned flue, water leaks between inner skins when it rains. Why? How do we fix it?
