Of course you can. For best results, remove the seeds and stem before slicing or chopping the pepper and pack in a sealable bag. This will help to reduce the risk of "freezer burn". After you have done that, put the bag in the coldest part of the freezer. They will keep best for 3-4 months.

Yes. Peppers are mosly water and should freeze at around 32 degrees.

You can put some water in the pepper bottle and take it to the outside in very cold winter,then it will be done.
