Yes. Try your local paper in the classified section. Also, most auto trader magazines have sections for farm equipment, including tires. You can also try farm auctions, or even post notices in a local coffee shop where farmers frequent stating what you are looking for.

You can buy used tractor tires. They are sold frequently to be used as sandboxes for children as they provide a nice seat and a good amount of room for sand.

I am not sure how often people sell their previously used tractor tires, but i do believe it is a possibility to find some used tractor tires. You can post a wanted ad on your local craigslist and freecycle asking for used tractor tires. You can also search craigslist as that is where many people sell their used items.
