If your brother can obtain a U. S. passport, he should have no problems traveling to Singapore. If he applies for a visa, however, he may have some difficulties. Much depends on the nature of the felony, when it occurred and how restitution was made.

This would be determined upon the fact if the felon is able to obtain a passport. If they are able to obtain a passport they can travel to Singapore.

The general answer is "yes". However, there may be restrictions if he is on probation or parole. Also, the laws of Singapore may limit entry on certain types of felony convictions.
