Yes , the bank can sue a person if that person did not make the care payments. The bank will sue you and it will try to get de value of the car or get the car back.

The bank does have the authority to collect their money and if that includes suing you that's exactly what they'll do.

Yes they can sue you and seize your assets from your bank account plus the amount that you owe for the car payments.

Yes they can, if all other collection efforts fail and it doesn't matter if the car fails completely or not. An agreement is an agreement to pay for the car. They can repossess the car at any time they want to, but they will usually grant time to pay it. Talk to your lender if you have difficulties paying it.
