An u.S. citizen who has paid into the Social Security system will receive retirement benefits after age 62, regardless where he is living at that time. The individual must apply for the benefits and arrange to have the monthly payments auto-deposited into a checking account for easy access to the funds.

Where you live doesn't matter--it's what country you are a citizen of. If you are an American citizen who is eligible for SS benefits you can get them no matter where you live. You may have to have it electronically deposited in an American bank account, but that's not a big deal.

The answer depends on their status when they were working in the US. If they were here legally (or maybe they were a citizen who has retired to Mexico), and paid into Social Security for at least 40 quarters they would be eligible to collect. Otherwise, they would not be eligible.

Living in Mexico has nothing to do with collecting SS benefits. If you are a US citizen, and worked in the United States, you are eligable for your SS regardless of where you live.
