Prisoners are rewarded a few liberties, however wearing earplugs isn't one of them. To wear such items may be hazard on his or her life should a fight breakout or an emergency. In the prison system one must remain alert.

In most cases, yes, although in high level security prisons it can be dangerous because you need to know what's going on around you. In lower level security prisons, they are common and often available at the commissary. Prisons are noisy, there are often dorm conditions, and they help.
