Can a scanner be used to pick up cell phones?

I don't think so. Most of them use the "cell blocked" feature. Alot of police departments use cell phones now to communicate with each other so they don't want those conversations transmitted across everyone's scanner. I do know of instances where neighbors where trying to listen to phone conversations so maybe sometimes you can but you shouldn't.

no. a scanner is to scan documents or store a scanned image/document in computers. To pick up cell phones activate auto answer from the cell phone.
