Can a debt collector file a counterclaim against me for claiming an FDCPA violation?

Yes they can if your actions created a situation where they were unable to collect a fair debt against you.

No. They can only file with regard to the original debt and collecting it. You asserting your rights under FDCPA only relates to that claim in so far as how they collect. If they violate the FDCPA, you can sue them for damages.
